Characterizing UVCB Substances: Unique Challenges for Product Stewardship and Compliance
The demands of meeting chemical compliance obligations and engaging in active product stewardship for discrete well-characterized chemicals has its challenges, but meeting those same demands for chemical substances of Unknown or Variable Composition, Complex Reaction Products and Biological Materials (UVCB Substance) is even more difficult. Many common products contain ingredients based on naturally-sourced or complex starting materials, but common stewardship and compliance approaches were developed for chemicals with a single, well-defined chemical structure. Particular challenges for UVCBs relate to accurately identifying composition and impurities, characterizing environmental fate and degradation products, and evaluating human health and environmental toxicity using routine testing methods. This session will use several real-world examples to highlight the difficulties involved in gaining a detailed understanding of UVCB properties and risk potential. Strategies for registering UVCBs in various jurisdictions, as well as testing and read-across approaches that can help characterize the substances and reduce uncertainty in results will also be discussed.
